-Context: Goku has exited spirit room and estimates Cell's power.
Goku: As i am now, i PROBABLY don't stand a chance.
Note: Buffed Cell is the strongest Cell Piccolo knows at this point.

-Context: Goku powers up to 50% and Piccolo is WTFed.

They didn't. Trunks even asked Goku if his confidence stemmed from the fact that Goku found a weak point on Cell. Goku said Cell doesn't have a weakness and Trunks just looks surprised.

Piccolo had Kami inside him and even knew Kuririn was the one who destroyed the control (to which Ten showed surprised IIRC). He also new all the situation was Vegeta's fault, so it seems he knows more than just sensing their chi.

Because they were surprised and they were expecting for Goku to be as strong if not, stronger than Buff Cell and yet they were shocked when they sensed Goku powered up.

Trunks was still under the impression that Goku was weaker way after that:

Goku: "I don't think he even has a weak point."

That's because Goku said he'll lose against Cell. When Goku powered up to his half power, it blew everyone including Trunks and Piccolo who witness Buff Cell's power.

Unseen Cell > 50% Goku > Buff Cell > SSG3 Trunks?

50% Goku is probably a significant boost over Cell. I'd say he can probably take out Cell and Trunks without much trouble even if they didn't have any speed issues.
