As is a character that is practically featless all we can tell is analyze through statements to try to determine his power. Of course, this is just an approximation of his power and not an actual way to measure his strength.
So I don't have to fall in redundant arguments I would post some that allow premises to an argument can be constructed.

Scenario #1/The less possible: Vegeta and him being rivals
This premise take into account the different interactions, discussions and reactions both have between each other (in particular case Belmod's surprise at Vegeta's Final Flash).
So for the premise itself this also takes into account Belmod calling God of Destruction Toppo comparing Toppo with himself. However, this premise is weak as is based on just many casualities and references that doesn't exactly point to that route, which is pretty much imprecise.
Scenario #2/medium possible: Belmod is comparable to Suppressed Jiren
This scenario takes into account the scenario of Whis not being able to accurately gag FP Jiren's power and that someone can't sense someone hidden power unless they sense it.
This is reinforced by how characters had been estimating other's capacities from what either they have shown or they have seen in the past; Cell, Dabura, Buu, Beerus, Golden Freeza (Goku thinking he and Freeza would have an even match), etc.
Whis also didn't expect SSJ God Goku to be that strong, so he can't sense someone's hidden power:
So, for whatever quantity of power you think he is using, Whis is comparing it with it. For example: if Jiren was using 75% of his power, Belmod could be 70 to 72 as the difference is slight (at most 72.5%).
This is also reinforced by the fact that it was Jiren's feat of pushing the Genkidama which lead Whis to say that not other thing.
Scenario #3/likely possible: Belmod is comparable to FP Jiren
Whis in his statement say that Jiren is far from full power, while Goku is at his limits of his limits, then is when he makes the statement that he equates and even surpasses Belmod's power.
Taking into account this scenario we can take the possibility of Belmod's power being highly possibly superior to Beerus, but at the end is something we can decide to be true or not based on the arm wrestling fight.
In this case I could think that Belmod is from 93 to 97% of Jiren's full power.
So my final chain would be:
EDIT: Gogeta Blue >= FP Jiren > Belmod > Broly > Beerus > UI Goku (129) > Champa.
