Do any pirates have ships that can go through the calm belt, like the marines?

The marines have steam engines? I'm wondering if they have exclusive technology, or if the whole world has access to it. If it's exclusive, the marines should think "this is weird, why do we have this secret technology?" Also are there lightbulbs in One Piece? They use snails to communicate, but they have robots, with laser beams and scanners (so it can't be something fully mechanical). Surely Franky can build a light bulb or radio?

Alright they don't have steam, they just have paddle wheels.
But still, what about the electricity?

And why don't they have steam anyway? There was a train between Water 7 and Enies Lobby.

I suppose anyone who dealt with Kaido could theoretically, as sea stone originates in Wano.

The kuja pirates obviously, paddle ships exist etc. It's more the sea kings than the technology.
