If you take Elder Kaioshin calling Vegetto the strongest as a Vegetto > Gokuhan statement, then you could come up with Base Vegetto > Base Gokuhan > Gotenks-Boo.

Does a rival boost has something to do with their rivalry not just their power?

He said something like "On top of that, they're rivals" after mentioning they were 2 of the 3 strongest masters. It's speculated it made the fusion overall better, but I doubt it made it so much better that it covered for the astronomical difference between base Vegeta and Gohan.

In the anime Base Vegetto is shown dominating Boohan even kicking his planet buster attack in much the same way Freeza did against Vegeta.

No real way of knowing. I think him not being significantly stronger than Gohan-Boo is easily inferable personally, though I've seen people say otherwise.

I just go with the anime in this case. All it really does is extend the fight and does not contradict anything in the manga.

I generally prefer not to take filler account for a canon character's power but I wouldn't mind using Vegetto's anime only feats of fighting evenly with Buu as a good showing of how strong he is in his base form (Although Buu was holding back in the Japanese Dub). For me.

Best Case Scenario: Base Vegetto = Super Gohan Buu
Worst Case Scenario: Base Vegetto = Ultimate Gohan
General Scenario: Base Vegetto = Super Gotenks Buu

I have/can work with any of these 3.
