tsuru-sennin was only said to be surpassed once tenshinhan fought master-roshi & that's when master-roshi got "serious", too i think

Yea, Tsuru-sennin was implied to be way stronger than Tao Pai Pai. Tsuru-sennin was only said to be surpassed when Tenshinhan fought Roshi, implying Yamcha did not surpass him, despite being already considerably stronger than Tao Pai Pai.

Tsuru-sennin > Kuririn (22nd) >= Yamcha (22nd) >> post Karin Son Goku > Tao Pai Pai
