Do you think he can really come to conclusion that he has become higher than the Goku that defeated him easily before?

He can't sense Ki & he doesn't seem like he's a super-warrior (like the Z-Team, at-least).

Yes, but I don't think it's necessary either. He could only be stronger than the level Goku used against him and it wouldn't contradict anything, I just abide by him seeing Goku's full power.

He wouldn't have that confidence if he had had minimal gains and i don't think he expected Goku to be the
same as 3 years before. Why would he expect an adult to have the same power as his kid self?

About as strong as 22nd Budokai Jackie Chun at best, which is much weaker than 22nd Budokai Goku when he's serious.

I do not think he stayed until the end of the tournament. I think he was very depressed with the defeat and went home, so he's only stronger than Goku who fought him IMO.
