Do you give multipliers to Yamcha's wolf fang and Chappa's 8 arms attack?

Only the Shin Rogafufuken against Tenshinhan is relevant enough to give one to. Chappa's technique was inconsequential, so no. At best, they improve their performance in battle rather than amplifying their actual power, especially considering neither could use Ki properly at this point (bar Yamcha's use of the Kamehameha).

It’s the same multiplier as Satan’s “Dynamite Kick” or his “Satan Miracle Special Ultra Super Megaton Punch”.

Multipliers are just a thing with attacks if you’re using Ki. These characters have zero control of Ki at this point and their techniques are martial arts focused.

Krillin said 'Yamcha was as good as me and lost.' That statement wouldn't make sense if Yamcha had used a technique that increases his power to a level way above Krillin's. Or maybe he was as strong as Krillin only when using the wolf fang.

I think increasing their overall performance would be better put than multiplying their overall strength. In the 21st Yamcha's Rogafufuken was enough to make Roshi slightly more serious as seen by him changing his expression, so it's at least more capable than his standard punches and kicks.

He was most likely talking in terms of their regular power without taking into account techniques. It wouldn't make sense for Kuririn to be factoring in the latter, given how Yamcha's Kamehameha was far better than his.
