Cell: “It’s not just the Kamehameha, Kuririn. If I felt like it, I could probably also make a Genki-Dama too…”

He just think he could make a Spirit Bomb and moreover, Spirit Bomb can be create by pure heart person.

Nah, he was just trash-talking. The Spirit Bomb can't be done by those possessing an evil heart - unless he was talking about some kind of Negative Spirit Bomb, like Omega Shenron 's Negative Karma Ball.

Video games (which are 100% canon) support it. Cell can use the Spirit Bomb Genki-Dama* in all of the Budokai games if I recall correctly.

I don't see why not. You can argue that Cell has a pure heart, similar to how Vegeta was able to achieve Super Saiyan - due to having a heart of pure evil.

Although that does conflict with Kaio's explanation of the technique, I think Cell is pure in this case.

I don't recall Kaio ever saying you needed a pure heart to use the Genki-Dama.

The only thing said was you can deflect it if you don't have an evil Chi.

IIRC Goku said something like Gohan could deflect the Genki-Dama, since its energy was on their side.

Cell has the knowledge and capabilities to make a Genki-dama, so it shouldn't be a problem for him to do so. It's not like the Genki-dama only uses good energy, since also bad guys have been seen given energy (Akkuman, Mira-kun).

17 giving energy was not filler, but Akkuman and Mira-kun was filler. Though, I would say they are bad guys, they would kill if they needed to that's very clear. They even oppose Baba.

Well, all I know is that only positive energy is able to bounce the bomb, any sort of Genki should be able to contribute to it though, good or bad.
