Do you think 1st Form Freeza's power was retconned?

When the 530k statement was made, AT probably intended for Freeza to be treated as formidable till the end and only be fought by Goku. If he had known beforehand that everybody and their mommas would try their lucks against him and he would reveal 3 transformations and at least two more huge power ups, I think he would have started with a lower PL.

What makes you think that? He already planned Piccolo to return to Namek and fused with Nail so he can fight against Frieza.

I doubt it.

Prior to 530k, Zarbon had already revealed that Freeza could transform. Also, and I’m pretty sure this is also before 530k, Vegeta had already stated that a 180k Goku was useless against Freeza, and he’d yet to see Freeza transform (although he knew that he could). 530k isn’t an unreasonable level considering that, especially since in AT’s head he knows that Goku can go up to 900k with Kaioken already.

No need for a retcon is ever implied at all. Toriyama might have thought that, but unless he actually puts what he think in the manga i couldn't care less about his headcanon.
