Uranus is related to the sky iirc and Dragon has markings (tattoos, I'd assume) on his face which are similar to the Shandian markings. He also seemed to use some kind of wind power in Loguetown (unless it was just his haki or he has some hax power of "luck" or something).

I've wondered if the lightning bolt was also Dragon's doing. The wind and lightning bolt would seem to be too much for 1 devil fruit to be able to produce. Unless the lightning genuinely was luck on Luffy's part. :idk

Seriously though, I would still doubt it. We know that Pluton and Poseidon are vastly different in forms and capabilities, so I doubt Uranus will be another case of the weapon being in a human incarnation, especially when its isolation from the plot thus far has been building up to it being a far different beast altogether. I'd say it's likely Dragon could have knowledge on it, but that's about it.
I'd say the giant Straw Hat from the Reverie is far more likely to have ties to Uranus.

As for Dragon's weather abilities, he has yet to show discernible proof of them being one filler line. As SSJ2 said, having him being able to control all types of weather would seem a bit much for just one Devil Fruit if it essentially packed the abilities of many into one. Whilst I would've speculated Dragon to have caused the lightning bolt prior, the amount of reverence placed on Luffy's top level plot armour luck by several characters throughout the story's run would mean it could easily just be a coincidence at this point.

The only thing that makes me wonder is the tattoos. He didnt have them during Roger death, but then by the time he rescued Sabo he did. I wonder about those. They must have some sort of significance, and they look like tattoos from some sky island.

Now I think about it, if he had a wind or cloud fruit, that could feasibly still be enough to cause a lightning bolt.

Was there a filler line about his powers? I don't remember that.

He said something along the lines of "Wind blast" when the wind happened in Loguetown in the anime.
