Gero thought A19 would be strong enough to kill Goku, because he had only seen Goku up to the end of his fight with Vegeta. It seems he'd actually sat down and calculated how strong to make A19 based on Goku's pre-Namek fights, rather than just going with some arbitrary level of strength, since he was surprised by Goku's powerups from Namek making him stronger than Android 19.
Which led me to think, what was basis for Android 19 being so much stronger than anything else Gero had seen from Goku? If Goku hadn't gone to Namek (also imaging Future Trunks doesn't come and tell him how to go SSJ), the fight against Android 19 would hilariously non-competitive, like if Chi Chi took on Raditz.
How much stronger did Gero expect Goku to be 4 years after his fight with Vegeta and Nappa?
If he thought Goku would just get similar amounts of powers gains (in terms of magnitude, not rate), then A19 would be way too strong, like mentioned above.
Was he thinking Goku would improve at the same rate he did in the year between Raditz's and Vegeta's arrivals? Goku (with x4 Kaioken) got about 105 times stronger in that year, so if he'd continued improving like that, Android 19 would be far too weak to make a dent on Goku, since Goku would be a million times stronger than his Namek SSJ self. So it couldn't have been that. Any kind of exponential growth (like assuming the magnitude of the additions to Goku's power will keep increasing at the same rate they have) create a similar result as well.
Is there an in-universe rationalisation for why A19 was the at that specific power level?
