AT introduced him as something stronger than SSJ3 Goku because he intended to end the saga with Gotenks (pre room) defeating Buu. When the saga dragged on, he nerfed his power. That's why he avoided giving any clear statements about Gotenkses power pre rosat. So that he could later be more flexible about where to place him depending on how things would go.
