Though Mr. Satan may have won the Tenkaichi Budokai fairly once, the tournament he won was clearly nothing like the ones when Goku and co. were participating... something of which the announcer even laments on.

But even with the huge power drop in the level of competition do you think the champ or his daughter would qualify?
