Do you think the anime needed a change of staff?

Akira Toriyama himself has said he didn’t really like (or whatever the term is) the beginning of DragonBall anime and how it was done. He thought it felt too much like the Dr. Slump anime or something. The editor then eventually thought the same, at the point Goku defeated the original Piccolo and felt it didn’t seem right or something and commissioned a change of staff, starting from I believe the 23rd Tournament with new director & writer and so-on.

Do you think it was needed, or do you think it could have stayed the same?
