Does 2nd form Freeza have to be over 1 million initially?

Can he start off around like, 900,000 or so? Or should his initial suppression be > 1 million?

Vegeta acted surprised when he raised his power above the initial amount, so I tend to put the 1,000,000+ as Freeza's initial power. But of course I can't speak for everyone.

I have him doubling his power. The entire episode was entirely focus on his power ehich was said to be over 1M. I don't see what to disagree here.

I have thought about that. In his first form, he said 530.000 talking about that form's full power. So, why
not talking about his 2nd form's full power as well? For what it is worth, this is also the only sensible way to
have Goku at 3m only.

2nd Form Frieza(Initial): 900,000 (Full power): 1,060,000

Piccolo (Weights): 1,000,000 (Full): 1,150,000

3rd Form Frieza (Initial): 1,450,000 (Full): 1,590,000

And as a bonus:

True form Frieza (Initial): 2,000,000 (Stomping Vegeta): 3,000,000ish

Vegeta: 2,300,000

Vegeta might have expected Frieza to be in the 2.1-2.2 million range, and that is why he thought he could win. The power Frieza was also displaying initially could well have been below Vegeta's own max. Which would further explain his confidence.

After all Vegeta was able to track an attack that was invisible to everyone else, and keep up with Frieza's movements at first. I think that when he started fighting Vegeta Frieza amped his power up a bit, just enough to completely humiliate Vegeta thoroughly.

A 60,000 gap between full power 2nd form Freeza and weighted Piccolo is too small even for a minimalist list. (Vegeta felt the need to correct Kuririn saying Piccolo was even stronger.) That and Vegeta's surprise at the fact that Freeza raised his power further definitely suggests he presumed Freeza was at max at his initial level, so I've no real reason to put him below 1m there.

But, did Vegeta know how numbers, like 1m, felt when sensed by biological senses?

If he knows the difference between 13k (Kuririn), 20k+ (Zarbon, Dodoria), 30k (monster Zarbon) and 60k-90k (Goku), wouldn't be surprised if he did.

Freeza was suppressed in his first from and said his power level was 530k. Same is possible here.

He right away specified that 530K is his full power in that statement though. Vegeta was shocked out of his wits that Freeza had further reserves of power than his initial amount, is the difference.

You can't just say "he did this before, so he's doing it now." People don't work that way. The two lines are different. The first time, he specifies that he'll hold back since his best is 530k. Here, he's talking about his strength right after transforming - "At any rate, my power is excessive. Perhaps I've overdone it... Kukkukku..."
