Does anybody go with ''New form is unlocked only after old form is maxed out'' theory?

increases his power as SSJ, until SSJ reahces its limit too at

Well the form can still get stronger but not by much like Goku's gain from CG to Boo arc which wasn't probably 2x and like Goku needing the SSjinG in order to fight gods simply because his mortal forms isn't enough.

I don't think that the Base Saiyans surpassed Freeza at all especially how featless they are other than Base Kids VS #18 which is still debatable.

Why does everyone seems to disagree with this? Even Vegeta thought about surpassing the power of SSjin by ascending it rather than training to get stronger (at least before the ROSAT thing).

Because regular training wouldn't allow him to break such barriers, at least not in the short amount of time that was provided.
