I'd say yes.

Kaioshin being surprised about Base Vegeta's power and underrestimating the other Saiyans would solve the problem if Gohan SS2 being retconed.

Nothing in the Majin Boo Saga generally makes any sense. IMO Gohan just wanted a half decent fight against Dabra and decided to go in as an ordinary Super Saiyan. Saiyans like to fight, he is not exempt from this principal.
