I see no reason why he would, especially considering he had to physically look at Namek to realize there were survivors on it.

He's meant to govern the entirety of the Northern quadrant of the universe and has an in depth knowledge on the Saiyans' habitat, such as Planet Vegeta's gravity. It's natural to assume he'd know of their lore, seeing as how Freeza even caught wind of SSJ and Super Saiyan God.

Well yeah, even Jheese knows about the lore itself, but I highly doubt he'd ever seen a SSJ in person until Goku transformed against Freeza.

I doubt Kaio knows about it outside of legends. I also don't recall Kaio being shown when Goku transformed.

The only thing Kaio actually said was that Goku was no longer himself because he became a Super Saiyan. That sounds like he's just going off of what is shown rather than anything else.

Plus this is a guy so negligent he only paid attention to Mecha Freeza arriving on Earth and not to the actual warning that Trunks meant to deliver in the first place...

Even if a SSJ appeared during his tenure as a Kaio he was probably busy doing a pissing contest
