Does speed scale linearly?

It appears so, but speed and power seem to be not always proportional as seen with Gohan being considered very fast as well as Galu being a faster flier than Ginyu and so on.

I have the belief that Goku training in the gravity chamber caused his speed to increase even more than his power.

That's why maybe Goku Base was faster than Captain Ginyu.

I'd think so. Goku considers normal SSJ "balanced" when compared to the Grade forms.
