Does the Dragon's wish need the person's permission?

After the Freeza Saga, Shenlong stated that Goku wasn't brought back because he refused... and the same thing is applied in Super when Bardock refuses the Mutaito's Dragon wish... but in the Freeza Saga, Vegeta and co. were brought to Earth without being checked first. And Goku made a point to alter the wish for him to stay fighting with Freeza, implying he'd have gone to Earth otherwise.

So do you think it's kind of a slip in the writing?

Seems like the user can refuse a wish if he is stronger than Shenlong, but he has to be aware of the wish. Porunga could split Kibitoshin in half with his permission, but not wish Galu back to Earth even though Kibitoshit >>>>>>>>>>>>>>>> post-Freeza arc Galu. Vegeta had no idea the wish was being made, and Goku could not make a choice in being healed by Porunga when he wasn't aware of it, when someone like Vegeta for instance could have refused to be healed because of his pride.

Was Goku aware when they tried to teleport him back to Earth though? Could just be that Porunga talked to him first, much like in this new Granolah stuff in which the Dragon asked Bardock if he wanted to be teleported.

If I don't remember correctly, Goku had listened to Kaiosama's telepathic conversation.

It's pretty strange. Goku's ability to listen in on Kaio and the Grand Elder's conversation makes sense since he was trained by Kami and Kaio, but Bardock has just been a Saiyan savage his whole life, so the best argument you can make is that Toronbo is just really cucked courteous for a Dragon.

Definitely seems to be something that's specific to Toronbo. When Porunga brought everyone to earth, nobody had any idea where they were until Master Molester Guru told them. So either Toronbo was in a good mood, or he has a different set of rules that requires permission for a wish to be made.

Porunga asked for permission when trying to bring Galu back from Yardrat, though one could argue this was due to Porunga already having been asked to bring his soul to Earth despite it (unbeknownst to Galu's friends) being in his living body.

Just a small correction, I meant Porunga in the 1st line of my sentence, not Shenlong.

Porunga probably tried to pull out Goku's soul only to realize that would result in his death, which is impossible since Goku >>>> Porunga and Muri. This made Galu aware a Dragon was summoned to bring him to Earth, which allowed him to refuse the wish.
