I think Dofla is stronger for now, unless Cracker ends up overpowering Luffy.

Even when not using his full power, Cracker's Haki was already stronger than Doflamingo's and was able to cause Gear 4th Luffy pain, whereas Doflamingo didn't do much to him other than stall him out a fair bit. As of now, it doesn't seem as though Doffy would be able to counter the Bisc Bisc Fruit either, so Cracker definitely gets my vote.

I mean we'll have to see how hard of a time luffy has with Cracker's ability, but he's definately stronger in haki, and capable of injuring luffy.

We'll have to see how crackers ability pans out though

Cracker has stronger haki but Doffy is very versatile and probably caused G4 Luffy more trouble. Doffy's awakening would hit Cracker's base body pretty easily.
