Is there any indication that he was stronger than 19 initially. Pre all the absorption that is. I always assumed he was, maybe by a small margin, but I realized I actually have to proof to believe as much.

He makes a comment about Goku being nothing to him I think, and that's after Goku was beating up 19.

The Daizenshuu outright says #20 is superior for whatever that's worth. It doesn't specify if it's pre- or post-absorptions, so I would say it applies overall.

#20 also impresses Vegeta with his speed after he absorbed seemingly way less than fully-powered post-absorption #19

I don't think Gero would allow 19 to become stronger than himself, seeing as he already has trust issues with his androids. I think 20 pre > 19 post to be honest.
