1. You have a lot of confirmed scouter readings wrong. Goku and Piccolo were confirmed to be in the 400s. Master Roshi and Tenshinhan are 139 and 250. respectively.

2. Raditz ain't no 1,500. He rivals Saibamen and was scared for his life about power levels in the 1300s.

3. Nappa might have started out at 4,000 when fighting the Z-Fighters but he clearly powered up during his fight with Goku to the extent that he can trade hits with him and out-speed in base with a small head start.

4. Vegeta is still under 30k after his second Zenkai as confirmed by Jeice.

5. 60k was confirmed to be enough to defeat the Ginyu Force (minus Ginyu) so naturally they are much weaker.

6. Kuririn, Gohan and Vegeta during the Freeza confrontation are way too low .

7. Unless you are using the "invisible Kaioken" theory than I see no reason why Goku is so low. Either way, that Invisible Kaioken theory is baseless fanfiction.

8. Bascially everyone else past the Freeza arc is way too low.

1. Raditz is too high. He was stated to rival a Saibaman, which have power levels of 1,200, and he was also scared of a power level of 1,330.

2. Piccolo should be lower. He stated that when Gohan got angry he is stronger than him, and Enraged Gohan was stated to be 2,800.

3. Nappa should be higher, as he kept up with Goku after he regained control of himself.

4. Kaioken is stated to double Goku's power level, there is no difference between Kaioken and Kaioken x2.

5. The Ginyu Force are far too high, they are 45,000 at best. Vegeta was also less than 30,000 when fighting Recoome.

6. Goku was at 60,000 against the Ginyu Force, and is at 90,000 at full power. Goku stated that Ginyu, who is at 120,000, was a powerful opponent and that he needed to use the Kaioken against him.

7. Kuririn and Gohan were both implied to be of help against First Form Freeza, they should be over 100,000 at the very least. Vegeta should also be close to First Form Freeza, as he managed to stop his attacks.

8. Second Form Freeza powered up twice before transforming into his third form, he was also stated to be over one million.

9. Goku didn't use Kaioken at all until Freeza powered up to 50%, Goku is 3,000,000 at the very least.

Frieza's max power was 120 million, not 12 million. That's easily the biggest error in your list, and it's the cause of most of its problems once Frieza shows up.

1. I don't think it's unreasonable to partly ignore scouter readings and kinda fanfic BOZ PLs, but Roshi>Yamcha is laughable.
2. Piccolo too close to Nappa.
3. Nappa too weak to Goku.
4. Dodo/Zarbon too close to Vegeta.
5. Your fanficed numbers at Freeza-Androids period are interesting, but you have Sixteen too close to Seventeen/Eighteen/Kamiccolo.
6. Every gap from Cell's appearance and after is too low. I wonder whether you're trolling.

1) Yeah Goku and Piccolo were read at 400s, but that before they powered up. They can basically instantly power up. Roshi fought evenly with Tenshinhan in the 22nd Budokai (whose power level is 180), so he should be equal to him. Tenshinhan also surpassed Piccolo Daimao (power level of 260) by the 23rd Budokai, so him and Roshi were suppressed in my opinion.

2) He was listed as 1,500 in the Daizenshuu.

3) Well Nappa was also listed as 4,000 in the Daizenshuu. I can't go against it.

4) For real? I thought he was said to be 30,000 and rising.

5) That was only Ginyu's estimations. Goku had a power level of 90k/120k, so 60k seems perfect to Reacoom, Jeice and Burter.

6) Why?

7) Kaio said Goku was using Kaioken through the ENTIRE fight, making his base way weaker than Vegeta's for example.

8) Why? The Guidebook states that Super Saiyan 2 = 2x stronger than Super Saiyan 1, so Gohan Super Saiyan 2 (vs Cell) might be 2x more powerful than Goku Super Saiyan (vs Freeza).

4) Why? Regular Kaioken should increase Goku's power by 1.5x.

6) I think Goku used his 90,000/120,000 against the Ginyu force, the 60k thing was only a estimate made by Ginyu.

3,000,000 for Namek Goku is also in the Daizenshuu dude. And Kaio didn't state that he used it for the entire fight.

Tenshinhan: "There’s nothing to worry about. Goku will win this match…Aren't you forgetting about the Kaio-Ken? As he is now, Goku is able to endure a maximum of up to about 10 times his power, right?"
Kaio: "Unfortunately... That Ten-Fold Kaio-Ken is what Goku is using now..."

Piccolo also refers to Kaioken x10 as the power that Goku was hiding

Context: as Freeza beats up on Goku
Piccolo: “Th-this is bad…There’s too much of a gap between the power they were hiding…”

Freeza also knows that Goku was holding back power, and Goku admits that he was i.e. Kaioken

Freeza: “You’re quite confident. But I’ve noticed that though you told me you’d fight seriously, you still have a considerable amount of power remaining…”
Goku: “So the jig’s up, huh?”
Freeza: “Even taking that into consideration, in my estimation… If I put out about 50%, that is to say, half of my maximum power, I'll be able to turn you into space dust..."

Goku being at 300,000 is completely silly. Goku is only shown to use Kaio ken once Freeza powers up to 50%.

Why? Regular Kaioken should increase Goku's power by 1.5x.

Narrator: “Vegeta's strength has greatly surpassed what Goku had figured on...! That power was such that not even the Kaio-Ken, which doubled Goku's battle power, could give Goku the upper hand... What will you do?! Goku!!"

Why?

Ginyu estimated Goku to be at 60,000 after hearing how he wrecked the Ginyu Force. Jhesse was even shocked to hear his power level was that high.

Chapter: 283 (DBZ 89), P11.1-3
Ginyu: "In my estimation, his ability looks like it's about 60,000."
Jheese: "Six... 60,000!? H-he's a Saiyan!! Whoever heard of a Saiyan at 60,000...?!!"
Ginyu: “It’s not impossible. He could be like us, a super-gifted warrior, born with a mutation…Looks like this will be an unprecedentedly entertaining battle…I never thought the time would come for me to show my true power.”

The fact that Kaioken brought him to 180,000 means his base power level is 90,000, as regular Kaioken doubles your power level.

You don't have to be pretty close to be of help. Kuririn and Gohan were stated to be above 10,000 against the Ginyus, so 20,000 is the highest I'd go.

Just FYI, the Daizenshuu has Kuririn at 75,000. And also, how so? If they were that weak, Freeza could snap his fingers and vaporize them. They would be non factors.

Actually, Goku being at 300,000 makes sense if you ignore 99% of the statements and focus on this:
Chapter: 309 (DBZ 115), P3.2-3
Freeza: “You seem far stronger than I thought. I’m a little surprised. To think that there was someone in this world above Captain Ginyu…But you’re no match for me.”

Well, speaking seriously, so we all start. I remember thinking that the power of Frieza (100%) was 16,000,000. Videl was also thought that the level of Tenshinhan (BoZ). A if that Dragon Ball Fan, eventually will learn a lot, in this forum there are great debaters.

I still remember a page, which had:

Freezer (100%) = 1,200,000
SPC = 27,000,000
Omega Yi Xing Long = seems to 500,000,000.
