I'm not really familiarizated with Early DB levels before the 22nd Budokai, but here are my two cents worth:

- Forget Scouter levels here, they don't work.

- Isn't Yamcha too close to Goku? He fought evenly with a Hungry Goku, after all. I'd put him on 30~32.

- Where is Tailess Goku? And Kuririn is too close, he lost to Tailess Goku IIRC, he's under Yamcha.

- I think Bacterian is > Yamcha. He gave preference to his fearsome strength, and Kuririn, who was on pair with the same Roshi who beat Yamcha waving his hand, put some effort against Bacterian.

- Roshi's Buff Kamehameha >> Oozaru Goku. Yamcha thought Roshi was going to kill him, and Oozaru Goku seems a bit scared when Roshi launchs the Kamehameha. I'd lowball Oozaru Goku due to the Bankoku Bikkuri Shō, and give Roshi a huge multiplier.

Yamcha should be far lower than Roshi, seeing as how the latter knocked him out the ring with just the wave of his hand. There's nothing to suggest him being much stronger than BoDB Goku.

Giran has no reason to be so close to Goku, considering the latter took barely any damage from his sucker punch.

Assuming this is following scouter numbers, neither Goku nor Roshi, or anyone for that matter, should be at 139 or in the 100s. BoZ Roshi would be at least equal to his 22nd TB self, who had trained in secret during those 3 years to the point he could contend with those far above Taopaipai's level, who was far above 21st TB Roshi.

I'd also advise either reading the manga or watching the Japanese version of the anime, since the dub takes out a lot of the strength comparison dialogue.
