Goku was able to reach the SSJ2 as well however wanted Gohan to learn from his fight with Cell and give gohan a chance to be the hero. Goku can stop a sword swung by a Super Sayan with a killing intent with his fingers even before his training in the Hyperbolic Time Chamber. Many fans speculate that Gohan's 'Power Level' was higher than Goku's when he was in his SSJ2 form, however this is meaningless since Toriyama also stated power level was only introduced to the series just to prove how useless the information is.
