I saw a theory on YT stating that he has the ability to create hurricane like winds as it was seen on two occasions. What do you think of this potential ability? Is it an ability that can be so devastating that he earned the reputation of the world's most wanted man?

I believe it could be through his power and ability. For his ability itself, it could be a strength feat capable of altering the environment, much like how a clash from Shanks and Whitebeard was enough to disperse the clouds.
