PILAF SAGA
Goku is 10x stronger than a normal human, because it has a nice ring
to it. He does not lose power when he loses his tail. Krillin and Yamcha
are both pushovers to him.

21ST TB SAGA
Goku is already almost as strong as Roshi, before they start training. The old
perv is impressed when he realizes that kid can move huge rocks, like he can,
run almost as fast as he can, and copy his KHH after seeing it just once.
However, he's like 'you have enormous strength, boy, but you don't know how
to use it'. The 8 month long training before 21st TB intends mainly to hone
Goku's skills and teach him how to use his strength. He gains only little extra
strength, because of growing up. Krillin on the other hand has more serious
gains and narrows the gap. Krillin's and Yamcha's losses at the tournament
are attributed mainly to their lack of skill and their wasted movements, not
so much to an enormous power disadvantage against Roshi.

Goku gains a little extra strength after 21st TB final. He notices the increase and
realizes his strength increases after a a good battle (which will later turn out to be
a Saiyan's trait). The 'manyfold' statement about his gains at Korin's tower is
omitted.

Goku does not have enormous gains by just wandering around the world for 3 years.
Even the power he gains is attributed mainly to the fact that he has grown into a
teen. Chappa is not implied to be as strong as Goku was 3 years prior, even though
he is still held in high regard. Roshi states in his head that he rebrought out his youth's
power by secretly training for 3 years. No 'Match Level/Battle Level' statements about
Goku's strength.

The effect of Holy Water turns out to be temporary. It brought out Goku's full potential for
a few hours, but now Goku has to train with Kami/Popo to rebring it out. Those two are
weaker than Piccolo, that's why they never defeated him. Kami is as strong as Old Piccolo
(makes sense).

Goku's potential increased during the 3 years, because he grew to adulthood. Nevertheless,
both he and Piccolo Jr are maxed out at this point (Piccolo also brought out his full potential
by training for 3 years). Humans have got some moderate gains. I'll give them the numbers
they had at BOZ in canon.

Goku's potential is reset because of his special training with Kai. Humans train with Kami and
all surpass him after the training, but they remain weaker than Young Piccolo. After that, they're
all maxed out for good. Piccolo's training intends to teach Gohan how to freely use the power
he showed against Raditz, so Piccolo's power does not increase (he was maxed out anyway).
Saibaimen are weaker than Raditz (seems more proper to me), but way stronger than humans.
They all fight the Saibaimen simultaneously (like with Cell Juniors in canon). Humans are tooled
by Saibaimen until Piccolo manages to defeat them all. However, one Saibaiman escapes and
selfdestructs along with Yamcha. Gohan only steps in and shows his power when Nappa starts
tooling everyone (up to that point, he has just been watching, too scared to move). Nappa is not
equal to Goku (that always seemed a little bit off to me). Goku only uses kaioken against him
because he wouldn't make it in time to prevent him from killing Gohan/Krillin otherwise. Goku uses
4x kaioken instead of 3x to tool Vegeta (so that there is room for the gap Vegeta/2x Kaioken Goku
to justify Vegeta's performance) and raises it to 5x kaioken for a moment during the beam struggle.
