In what do you guys base to rate them given the absence of a solid piece of evidence for their placement?

Gero's estimations regarding the combined power needed to beat Vegeta seems like the most we have to really go on. Only other indicator would really be them showing up whilst Chaozu didn't suggesting power did have some role in their choice, even if not the entire reason.

Gero's estimatives are a solid evidence for their power. Kuririn and Tenshinhan's powers are important for him to take Vegeta down, and Yamcha is good energy for him. They're definitely on the tens of millions and not far behimd the Super Saiyans.

As mentioned, they supposedly have enough power to give Gero an opportunity at handling Super Saiyan Vegeta. One can go even further and say since they would've been suppressed in that situation, they're far more powerful than we think. Piccolo ended up being far above the power level Gero was reading, but his suppressed level still seemed high enough (Gero thought absorbing Piccolo again would be enough to handle Vegeta) in Gero's eyes.

I guess if you really wanted all the implications to work numerically, you could assume that the Piccolo in Gero's 2nd calculation had lessened his suppression by a sizeable amount, with Gero's lack of a reaction being due to him still not being a threat.

I don't believe the humans would've been suppressed in Gero's calculation though. Even if they were, I'd assume Gero would've seen the full power of Yamcha and Tenshithands from the moment before he absorbed the former's Ki and when the latter dodged his eye lasers, using the Saiyan Arc status-quo to determine Kuririn and Gohan's true power.

Gero stated they were weaker than Base Vegeta, and we can surmise from other evidence they're weaker than suppressed Piccolo. That's more solid than their comparison to Super Saiyan Vegeta.
