Which race is more gifted in power?

Given what we saw it's the earthlings. Other than nail being an outlier none of the namekians were above 3,000. Other than a lot of fusion earthlings seem to have more potential than most of the known universe.

Wouldn't Kuririn and Tenshinhan and Yamcha and the others (and other super-humans) be the outliers for the earthlings? They were terrorised by Piccolo-Daimao. I couldn't see Bacterian breaking even 1,000.

Even Vegeta said that Namekian besides their naturally high power-levels are also known for mystical magical-powers. Earth wasn't considered a threat, even by Raditz.

They got to that level by simple hard work. Even then how many fighters in the entire namekian race were shown to be fighters anywhere close to those that fought nappa?

Anything over 1,000 seemed worth notice in the furiza saga.

Most likely the Earthlings for reasons sei'taer mentioned. There would probably be a lot more Earthlings with similar battle power if given an equal opportunity.
That's only if we're thinking of "potential" in terms of peak power, however, since Namekians have far greater potential when it comes to unique abilities as well as methods of achieving greater strength such as Namekian fusion, whereas the Earthlings tend to be limited to either training hard or honing a deadly technique.

Namekians IMO. They have healing powers and can create a dragon balls something that the Kaioshins can't just do.

Normal humans' potential: Weaker than King Piccolo.
Gifted humans' potential: Around 25k. (This is where they should logically be, but the second part of Freeza Saga threw logic away.)

Normal Nameks' potential: Around 3k.
Gifted Nameks' potential: Around 40k.

Normal Saiyans' potential: Around 10k.
Gifted Saiyans' potential: 60k.
Plot Saiyans' potential: Limitless.
