So logically, it takes a battle power of 600,000 to have 1 Kiri. Babadi's radar maxed out at 3,000 Kiris; in other-words, it maxes out at a battle power of 1,800,000,000, or someone around Kaioshins battle power.

This will be fun to play around with when I look at my power level list.
