It's hard to tell, because Janemba is stronger than the Boo Goku fought and Gotenks probably is stronger than Goku too.

Well that comes to where you put SSjin Gotenks compared to SSjin 3 Goku.. SSjin 3 Goku is 60% of SSjin Gotenks Post imo... Regardless Janemba is stated to be the strongest and the movie came after SSjin Gotenks post appeared... Janemba is stronger... Also M12 SSjin Gofeta is said to be the strongest at that time and Evil Boo appeared already

The movie was released after SSj Gotenks appeared in the anime, but not produced. It was released literally five days after the episode where SSj Gotenks uses the Kamikaze Ghosts, do you seriously think they can write, produce, voice and animate a 50-minute movie in only 5 days? The movie was most likely produced and written a few episodes before Piccolo took Super Boo to the RoSaT, and THEN released after SSj Gotenks appeared imo

Janemba is not stronger than SSj Gotenks Post, even more so because he had trouble with a guy who would be completely thrashed and humiliated by Gotenks IMO. I have SSj Gotenks Post >>> Base Gotenks Post ~ Initial Super Boo >> SSj Gotenks Pre >= SSj3 Goku

SSj Gogeta might be stronger than the Super Boo who thrashed Base Gotenks, but it doesn't mean he is stronger than FP Super Boo imo.

Anime Goku doesn't have a consistent level of power. He goes from not being far above Fat Boo to stronger than Ultimate Gohan to saying that he is no match for Evil Boo. So that is not really a valid argument.

Even going by that route, SS2 Vegeta (who matched SS2 Goku) got stomped by Fat Boo, while SS1 Goku fended off Ultimate Gohan (and Base Vegeta even held off SS3 Gotenks). Trying to use anime feats to assign consistent power levels is reaching at best.
