Chansey evolves though.

Excluding legendary Pokemon, my fav is probably Heracross. Cool design and good competitively. I do like Aerodactyl too.

Snorlax because it doesn't evolve any further, thereby fitting into the category via this loophole

In all seriousness though, it's hard to pick a favourite, but a few top tiers for the title would be Kangaskhan (if not include Megas as an evolution), Tauros, Lapras, Aerodactyl, Heracross, Mawile, Bouffalant, Hawlucha, Mimikyu and Drampa. If I had to narrow it down a bit further, I'd probably say either Heracross or Mawile due to their Megas being absolutely beastly if used right.
