I'll provide an analysis of the events, regarding to the power gaps, ranks, and why they should (from my POV) be it.

Firstly we have King Cold. He's grouped with suppressed Mecha Freeza in some occasions as possessor of a behemoth ki like Freeza. With this, it'd be safe that he has strength comparable to Mecha Freeza's suppressed being, but we see that Freeza considers him a powerful asset in defeating Goku, whose power level back then was 150,000,000. That and the Daizenshuu rating him as only "somewhat" weaker than Freeza, I think it's safe to say that he's fairly close to Freeza's 120,000,000 (I think the Daizenshuu may have even been considering Freeza's mechanical form when saying this, idk). So let's say Cold is 90,000,000 which I think may be "somewhat weaker than 120M" and a powerful number to clash against expected Goku.

We move on to Mecha Freeza. He states that he has powered up even more and is anxious to meet Goku. He also says that he can 'maybe' fight him alone, but do notice that he employed an adverb of uncertainty to express his chances. He isn't sure and brings his father as a back up. Plus, he can't sense ki, so we don't even know if he has an accurate assessment of SSJ Goku from Namek. Therefore, arguing Freeza shall be stronger based solely on this seems shaky. He's also arrogant, the most arrogant guy on the planet, so take his statement with a grain of salt. But still considering he was fairly close to Goku before and that a power increase is stated and repeated by him, he ought to be decently close to that Goku. If Goku was a 150,000,000, let's give this Freeza a 140,000,000 which also fits with his statement -- it's close enough that he can "maybe" go alone.

Following suit, we reach Trunks. And Trunks seems sure of his victory against Freeza..He brandishes that "I'll bring you down to seconds and come at me with 100%". The truth though is that Freeza's almost instant defeat may have been influenced by him not powering up. He hadn't the time to flash out his full power and was easily cut by Trunks. But still, to give Trunks some credit, and knowing he isn't the type to boast and that he doesn't take unnecessary risks (see the fight against Cell and the Androids) I'd like to assume he possessed a significant power advantage to be so sure of himself. We have though Gohan putting a cap on this advantage. He states that the mysterious ki that just appeared is the same to that of his father. While most will point out now (and we even have a note from Herms on this) that Gohan didn't specify it was the "size" of the ki, notice that he didn't say it was the feeling the ki has either. He used ki in a broad way, without swinging to one side with a statement, so to me the most prudent view here would be that it's a statement that fits all -- size and power. One would also say that Gohan should probably notice a spike in power if there was indeed one, which he didn't. Moreover, the anime also has Kaio saying this young man bears a chi "likely" bigger than Goku's, with the uncertainty word possibly indicating they are on the same realm of power. Still, given this statement from Kaio and that a slight difference might be hard to tell for Gohan, let's give Trunks a slight difference over Goku and in consequence a noticeable gap over Mecha Freeza -- he'd then win if Freeza went all out, which seems to be the flow of the narrative, but it wouldn't be as easy and Trunks would have to commit more of his time to it.

Now we reach Goku, generally placed on top of most lists. We know that Goku spent almost two years in Yardrat and that he spent so much time there because he wanted to master this super useful technique before leaving. He spars with Trunks a little and easily defends all of the latter's sword strikes with a finger, noticed by Trunks as the sword that killed Freeza. That in itself is a pretty impressive feat and could paint a considerable difference between both, but Goku quickly notices Trunks held back. Still, Trunks said Goku is above even the rumors -- and the rumors he heard was that Goku was strong and more than that, trustable -- and said he had a little hope in the upcoming bout. I don't know you, but to me that places Goku visibly ahead. Not only that, but in Trunks' future, Gohan before his final battle stated that he hopes to be as strong as his dad once was and Trunks hears that. 3 years after Trunks is said right before leaving to the past not to be too different from that Gohan, so I think he was already expecting a Goku to be at least equal him. If Goku surpassed his estimations, I think it's a good sign Goku has grown stronger even when commiting most of his time to master the teleportation. Let's give Goku a 180,000,000 power level then, which is a solid increase in power but still not huge.

King Cold: 90,000,000
Freeza Cyborg: 140,000,000
Trunks SSJ: 160,000,000
Goku SSJ: 180,000,000
