1. I think there will be alternate costumes, which sounds crazy considering how the graphics are done for this game but there is an image found in the game's files which alludes to there being alternate costumes planned:

To keep it real let's not expect anything off-the-wall like Goku in yardrat uniform or Badman Vegeta but rather basic ones like Goku w/ master gi (no kanji, perfect sash belt, and red stripped boots), Vegeta (Super Saiyan) w/o armor and sleeves, or Piccolo w/ turban and cape.
2. It's most likely to be announced by the end of this year and the pass will be on sale for early next year like the first.
3. Season 2 may correspond with the English releases of the latest Dragon Ball Super episodes so we can expect more interesting picks than last time.
Here's the characters I think we will be seeing for season 2:
Original/Earthlings
Master Roshi
Videl / Goku (Kid) / Chi-Chi
Out of all the characters to rep OG Dragon Ball, it definitely has to be Roshi... though this is mostly based on his re-emergence with the modern stuff but also because he has a large plethora of cool techniques and moves ArcSystem can pull from.
Who he's paired with I'm not too sure but whoever it may be they must be at least tangentially related (like not being able to fly). Kid Goku seems like the most logical choice being a younger version of the main character and his fighting style is different enough (way more in-your-face and he uses a staff that can magically change length), but this game could use a genuine melee-focused character
through either Chi-Chi or Videl. Both still can give a different approach to it with Chi-Chi being a traditional martial artist while Videl is more of a street brawler/MMA fighter.

Since Cooler is now part of the roster, it's only fair we get the next most popular movie/special characters for season 2.
Goku's Heritage/Kakarot
Raditz
Caulifla/Kefla
These two reveal a different side to Goku or rather what he could've been like without the influence of Earthlings. Raditz is (regrettably) Goku's older brother who imposed his heritage on him and is also a sneaky bastard while Caulifla is supposedly his Universe 6 female counterpart and is easily the more popular of the female Saiyan duo so I can see her being the main fighter with Kale being the muscle who's always around to help.
However, Kefla combines the best of both worlds into one (Caulifla's natural talents and Kale's hidden powers) plus even XV2 chose her over having either Saiyan on their own so yeah...
