Beyond reacting to Cell's attacks (which seemed to be pretty casual ones akin to Tenshithands dodging Gero's lasers) and being able to pull off a Taiyoken before Cell could close the distance, there isn't much to place him any different from his canon self. His one decent hit was an off-guard one, after all, and still didn't knock Cell back anywhere near as much as Piccolo's kick against 50% Freeza.

Treating the Taiyoken usage as an actual speed feat, I guess he could be at least 50% Freeza tier and at most 100% Freeza tier.

Krillin dodged Cell's initial attack which was full speed. Following that, the barrage of rail attacks was exactly the same as the sequence of attacks that 17 was struggling to dodge. Krillin has the same gap against Cell as 17 did against post humans Cell.
