At the 25th Budokai, Vegeta apparently has no issue fighting Android 18 in his regular form. Hell, his much weaker son is doing pretty damn good against 18 while sitting on his friend's shoulders, Base Saiyans are very powerful in the Buu Saga. Freeza has no chance in hell.
