First Character To Move FTL?

Assuming we at least take into account the Relativstic speed of Piccolo's Moon Bust, then probably Base or Kaioken x2 Namek Arc Goku via scaling from Kaioken multiplying speed linearly.

If treating it as an outlier due to SSJ Gotenks' flight around the world just being Sub-Relativstic and still treat as a way to gauge his standing, no character reaches Light Speed or FTL in the manga until Super with anyone relevant to Post-God Base tier being MFTL+.

It's worth noting that the scouters are able to transmit data to other distant solar systems near instantaneously, as shown when Vegeta and Nappa received Raditz's transmission from an extrasolar planet.

Post-Gravity Training Goku, however, is able to alter his ki so fast that even the scouters can't track him:

Vegeta: “Ka-Kakarot rapidly heightens his battle power for the brief instant when he attacks…That’s probably to decrease unnecessary energy consumption…It’s for an extremely brief instant, so even the scouters probably can’t pick up on it…Th-this is an outrageous battle power…H-how did he get that kind of power?...”

That'd make Goku's reaction times easily faster than light.

That would definitely seem like an outlier, or an oddity in the scouter's functions. It has been shown that when it comes to reading one's battle power, scouters are far from instantaneous in tracking a power up's entirety such as Goku's power up to 8k or his 180k power up to Kaioken. That said, it would probably take a few seconds to pick up the spike in power.

That, and feats such as Gotenks taking a while to travel around the world several times at top speed when such was meant to show off his level of power would contradict the idea of characters being MFTL+.

It being an outlier is arguable, but cinematic time is a thing. Not everything is happening in real time, which should be fairly obvious. Arguing linear timeframes is useless in that case.

Gotenks's feat is travel speed, and not reaction speed. Raditz being able to step out of the way of Piccolo's Special Beam Cannon, which scales from the Explosive Demon wave that reached the Moon within seconds is an example of a reaction speed feat. Yet that same Piccolo would take a long time to travel the Snake Way.

Likewise, Piccolo's Demon Wave in the 23rd Budokai traveling to the edge of an island that is stated to be closer to a small continent in size is an attack speed feat, that scales to Goku's reactions since he can dodge those same beams. But that same Goku would take a few minutes to travel even half the globe. Papaya Island also looks roughly country sized in the Daizenshuu's world map, so that amps the speed feat.

Gotenks's travel speed is basically what 23rd Budokai Piccolo's reactions are equivalent to.

Also, Dragon Ball starts right off the bat with the 21rd Budokai being able to catch bullets and have an entire fight in a puny 0.2 seconds. Supersonic. Then it progresses to continuous gunfire deflection in Goku's part, and General Tao's pillar throw feat. Both hypersonic feats, the series gets a few more of them before the 22rd Budokai. Goku also dodges a missile that travels to a distant mountain pretty fast.

Then we have 22rd Budokai Goku outspeeding Tienshinhan's Solar Flare, which is the only legitimate speed outlier early on, IMO. And after that Goku trains with Mr. Popo and gets the ability to literally move faster than lightning, which is further backed up by the 23rd Budokai when Piccolo's blast crosses a gigantic island pretty much instantly. So we end with massively hypersonic speeds.

Then the Z timeskip happens and we get the first legitimate non outlierish relativistic feat, Piccolo's moon buster. This is the only feat before we finally get the MFTL namek saga feat. Claiming it is an outlier because of Gotenks's feat is the same as saying their speed didn't improve in the slightest after the Saiyan Saga.

If there are no high-end anti-feats then it stands.
