Skip to 6:55, Goku outright states that Freeza is the strongest being in the universe.

I think he is just not including himself in that statement. Goku already knew about the five minutes time limit and still thought it was plenty of time for escaping Namek, which doesn't seem right if he deemed himself as 100% Freeza's inferior. It's just a comparison between Freeza and other beings of the Universe, not Goku.

Later Goku pretty much states how Freeza has been surpassed, which would indicate his SSJ is > him:

Chapter: 325 (DBZ 131), P9.1
Context: Goku continues to explains why he doesn’t feel like fighting Freeza anymore
Goku: “I’m already satisfied. Your pride is in tatters…Someone has appeared who surpasses you, Freeza, who supposedly no one in this world could surpass…And this person was merely a Saiyan…”

Not to mention that Mecha Freeza flat out states he has powered up compared to his organic self and still isn't entirely sure if he could defeat Goku:

Freeza: “We can definitely defeat him if we go at him together, Papa. And I’ve powered up too, so I think I can probably go alone.”

Cold also tells that the SSJ must be eliminated, since his clan must be the strongest in the world, implying whoever defeated Freeza earned this title.

Funny thing how when a superior opponent calls an inferior one "the strongest" they always put themselves out of it, like:

Chapter: 439 (DBZ 245), P3.2-3
Context: as Kuririn goes up against Punter
Marron: “That person dad’s fighting is big and looks strong…I wonder if he’ll be alright?...”
Yamcha: “It’s fine, fine! Someone like that doesn’t matter at all! Your father is the strongest in the world! Among Earthlings…”

"Among Earthlings"

Chapter: 355 (DBZ 161), P3.4
No.17: “Son Goku is the strongest in this world, right? Among humans…”

"Among humans"

So if Goku said "among others things that aren't SSJs" (yeah, pretty strange), then my case would be more solidified... but I think the interpretation is valid enough when almost everything after this statement points to Goku SSJ surpassing Freeza.

Frieza should be much less skilled than Goku, but he still managed to match SSJ Goku at 100%, implying he has a power advantage to make up for his inexperience. If skill does still matter in Z (I'm not sure it does), Frieza should be stronger than Goku.

Goku is much stronger imo. When he transformed, he was already empty after using the kaioken x20 and the genkidama et was hurt enough. You could say that the ssj made him recover his stamina but he was not healed and so not really 100%.

SSj most likely healed his injuries, or at least allowed him to ignore them. After dropping out of SSj in front of Freeza, he could fly perfectly fine, even though after the Genki Dama he could barely even stand.

Perfectly I don't know. His posture looked weird/different than usual on the first image when he left. He does looks much better than after the genkidama. But I don't think he healed. If he could he would just go from Ssj to base And back to ssj to recover. And after the kienzan, his cheek didn't recover? I don't remember.
I'd say (I just invented this theory right now)that the ssj is like a big ki reservoir that you can use apart from the base reservoir. He didn't multiplied his empty base form by 50 to beat freezer, yes? Maybe his base absorbed a little from the ssj ki like he did with ssjgod. Or his power in base became what was left of his ssj reservoir /50.
