There's countless choices there, considering how popular the evil queen trope is not only in Japan, but worldwide. If I were a betting man though, I'd probably imagine the basis was the female antagonist from one of the Super Sentai series in the 70s, considering Toriyama's son's love of such series being the reason the Ginyu Tokusentai exist.

Design-wise yeah. Character-wise, the Queen and Land Sharks during Japan's Economic Bubble were the main inspiration.
