I'd put Super 13 at 16's level.

I find it hard to believe. It is true that Super # 13 is overwhelmingly stronger than the Androids # 17 and # 18. But even so, the difference between Android # 16 on Androids # 17 and # 18 should be much higher still, considering Imperfect Cell (FP), it is very easily collapsed amplifier Kamiccolo attack.

  As for the league, I had decided to put at Super # 13, because it is not canon, but I was forced to put it, because so may leave # 16; 2 greater than the Androids # 17 and # 18 leagues, as it should be.

Kamiccolo's attack was a semi charged one. I don't think it has to be hugely amplified.

But what I remember, the Android # 17 had a "protective barrier" which protected him from an amplifier attack Piccolo. Later, when the Android # 17 Piccolo saw the attack against Cell, I was so scared and call it a very dangerous attack. Piccolo also hoped that attack, despite knowing that Cell was much more powerful than Kamiccolo and Android # 17 together.

Seems pretty good to me. The only changes I'd make would be put Goku SSJ sick below #19/#20 post and put Cell Games Piccolo at 50% MSSJ Goku's level.

This list seems pretty good. I also agree that Piccolo's attack is far stronger than himself. It was his last ditch effort, so it would make sense for him to put everything he had into it. Kind of like Vegeta's huge blast that Freeza kicked back.
