Full power released but not using all of it or suppressed?

= Goku was stalling so Trunks could get the radar.

2. SSj1 Vegito vs Gohan absorbed Buu.

=

Vegito: Make me use my full power

3. SSj4 Gogeta vs Omega Shenron.

= Gogeta was goofing around.

So are the examples above ^ suppressed or at full power but not using their full strength?
