So here we are ...fusion dance was stated to be active for 10-30 minutes

We all know that 21 budokai Krillin and Jackie Chun was so fast( and it is battle speed) that they literally make fool of any of the crowd. I mean they did a complete attack defense attack defense sequence in less than a blink of an eye.

Now we have fighters like super buu and gotenks who were about million*million times faster than the 21 Budokai participants and yet 10 -30 minutes was not enough for gotenks to finish buu off

I think with this speed they had, even 1 minute would be totally enough. As they move in microseconds if not nanoseconds.

Speed doesn't scale consistently with battle powers. The only thing applied to it is that higher battle power = greater speed except in specific circumstances such as Ki weighting. The only time speed is noted to multiply along with a user's Ki is with Kaioken.

Also in regard to the Gotenks VS Boo example you used, Gotenks could've finished him off in little more than 5 minutes had he wished. However, he spent the majority of the fight messing about and talking to Piccolo rather than going SS3 and serious straight away.

Super Buu was 99% as fast as Gotenks, so that's why Gotenks didn't speed blitz him.

Gotenks' fusion time was shortened to 5 minutes by SSJ3 and he still spent much of his time in the form just messing around.

Also, Goku had a similar lead on 100% Freeza and failed to finish him off (despite him having the stamina advantage) until Freeza's power had gone down noticeably.
