What's the gap in your opinion?

I'd say it's not that big, just enough where if they were to fight Android 17 would probably win for sure.

So maybe like 10% gap, if you were to put it in numbers.

I have the Android # 18 to 91,666% of the power of Android # 17.

She's suppressed compared to him, presumably by enough that Gero thought she might be manageable. Of course, she wasn't, and the gap is implied to be not that major when #16 lumps them together, but it's there and obviously noticeable.

I like to put 18 at 80% of 17, so like 280m vs 350m. 15% or less seems like too small a gap for Gero to consider 18 manageable. A shotgun that's 15% less powerful is still a freakin' shotgun.

Small enough for weighted Piccolo to rival them both. 10% seems perfect.

I would agree with 10%. Just enough for 17 to have bragging rights. He doesn't go out of his way to establish himself much higher than that.

About making #18 manageable, I think Gero couldn't go much lower as is, given that #18 noted that the reason Gero switched to the energy absorption models was that he couldn't control the stronger infinite energy models, implying that you can only make the infinite energy models so weak. I think #17 was already close to as low as Gero could go (it probably makes sense that he'd be careful from the start anyway), but he decided to give it another shot with #18 anyway just in case before moving on. So personally I'm more comfortable with a smaller gap of 10-15% based on the Piccolo comparison without worrying about Gero suppressing #18's power.
