If Garlic Jr were to avoid being an idiot and allowing himself to be beaten by his own CIS, then he'd beat Beerus, though it'd take a nigh-infinite amount of time to wear him down.

Beerus has a sealing spell if Toriyama's (contradictory) interviews are taken into the equation, so Garlic's screwed regardless of his immortality.
