Still gets owned.

Tao-Pai-Pai was several times higher than Goku prior to training and that Goku pre-training was quite a bit higher than General Blue. Then the whole 22nd Tenkaichi-Budokai and there's still arguably power-ups even afterward, like Goku getting a Zenkai post Tambourine.
