General Blue gets the same boots as Goku after his first visit to Korin's Tower. Who wins?

He'd be weaker than post-Karin Goku and Drum's far stronger than 22nd TB Goku/Tenshithands. Blue gets oneshotted even factoring in his psychic powers.
Now if Blue gets Karin's training + the Choshinsui (assuming he can survive it), then things are a different story, though I'd still see Blue losing. At best, I think it could push him to around 22nd TB Roshi or maybe 22nd TB Goku/Tenshithands' level.

Drum with ease. Blue was far weaker than Goku, post Karin i see him on Akkuman's level.

I'd say Blue (post Karin, assuming he got the same boost as Goku) would end up stronger than Akkuman, considering this latter was one-shotted once Goku decided to get serious. Whilst Goku was considerably stronger than Blue, I don't think his dominance level over the general was as big as his one over Akkuman, considering Blue could still get up after Goku's Janken Rock attack and had strength enough to escpape from the cavern before it was crashed to pieces.

From what we know, yes. I don't see him having gained enough power that his warm up level alone was superior to his full power at the 21st TB whatsoever.
