Rank these guys from the strongest to the "weakest". I have:

General Blue >= Metallic > Pirate Robot

I'd probably agree with Blue > Pirate Robot. He didn't seem to be concerned about fighting Goku based on what he'd witnessed there, suggesting Goku wasn't going all out against the Robot, or that the Robot was more of a tank than a powerhouse. Blue > Metallic is debatable though. Goku wasn't going all out against Metallic, but by how much is debatable. I'd probably give Blue the edge though, since it was only after Goku started stomping him that Kuririn noted how Goku had gotten stronger than at the 21st TB.

I'm thinking of having the Pirate Robot higher though. Goku had to hid from him in order to make his final attack, right?

@Captain Cadaver - I agree Goku wasn't going all-out against Pirate Robot initially, since Kuririn only noted Goku getting stronger against Blue, but they [Blue and Kuririn] didn't witness the second part of the fight. Also, do you think Goku [Muscle Tower] is already above his 21st Budokai self?

General Blue ~ Sergeant Metallic > Pirate Robot is what I'd say.

Metallic has to be at least on par with Nam for Goku's statement about him competing in the 21st to work. The gap between Goku and Blue should be lower than Kuririn and Blue or at least equal to so he's stronger than Nam. Pirate Robot however doesn't have to be that high, just enough to easily beat Kuririn but I think his robotic durability and machine gun are why he was tough to beat rather than actual power.

General Blue > Nam >= Metallic > Pirate Robot > Kuririn

That would relate more to Goku's full power than to the Robot's, as Blue and Kuririn were at least able to gauge the latter. Goku could've gotten stronger from his battle with Roshi, though as Toriyama didn't choose to expand on such until the fight with Blue, I'd see it as being fairly minimal.

Blue never saw Goku's fight with the robot and i have no reason to believe Goku didn't go all out against the robot.

He saw the first part of it wherein Goku and Kuririn were fighting the Robot, even commenting on their martial arts ability.

That scene was very brief. I'm pretty sure Goku went all out after that.
