How strong was Gohan initially from Namek? Around 1-2K right? And his power was said to be around 10K so that's 5-10x boost right there.

As for Blue getting the same boost then he might actually win.

I think the normal human peak is around 22nd TB level, those who went beyond that
being plot exceptional cases. Blue reaches that level and wins.

Even ignoring the Z scouter numbers Kuririn got at least five-six times stronger while Goku, although stronger wasn't in an entirely different tier than Blue only needed a three times boost at most to surpass Tao. Blue bodies him.

Ignoring them and going purely by feats, Blue would need to go from Small Building level to the peak of Large Building level, so a little more than 10x gap isn't going to cover that, unless scaling Blue's power from him surviving his plane crash in Penguin Village (though considering he also withstood Arale knocking him all the way to Egypt, I'd say it's best to treat all Penguin Village feats as toonforce/outliers).

Is Blue' psychic paralysis more effective here or Tao still own that too?

Hard to say. We've never seen Blue use his psychic abilities on those who aren't little more than just a stomp gap difference like Galu and Roshi. Considering in the anime, it didn't effect Taopaipai in the slightest, it seems debatable how things would turn out, though it may cause Tao to struggle somewhat this time.

Are you implying Goku got over 10x stronger post Karin tower? Also what proof is there that Blue is only Small Building level? #8 destroyed muscle tower, a large building and he isnt many times stronger than Blue.

The best feat Blue has to scale from his 21st TB Galu's leap (calced as 20kg of TNT, Small Building level), whilst Taopaipai's pillar throw is calced at roughly 1.75 tons of TNT. Goku stated #8 was far stronger than him, so Blue can't get scaling from his Large Building level feat.
