The only way I can see this working is if Gurd's time stop applies to Reacoom, Jheese and Butta, otherwise they wouldn't possess the speed or firepower to beat Ginyu.

Yeah, Ginyu does admit inferiority to Butta's speed, so we know Butta has a good travel time at least. He still seemed flabbergasted when Goku was outspeeding him in combat, so Goku must be superior in both areas.

I'll give this to ginyu just because even suppressed he was able to hold a lead against 60,000 goku who had the capability to effortlessly beat three of the four ginyus.
