Okay, so, I'm going to make this post very simple.
Ryuma was called God of the Sword 400 years ago when people, especially in Wano, believed in magic and Gods.
Back then, the leaders of countries like Skypeia, were called Gods.
In the modern era, they don't call people Gods in places except Skypeia that have been isolated.
What do they do, now? They call them the World's Strongest Swordsman.
The "Black Blade" is what the King of the Blades uses. Whether this person is called a Sword God or the WSS, they use a black blade.
Why? It's simple, but it involves an understanding about Armament Haki specialists. They don't specialize in Conqueror's Haki. They can have it as a special bonus, but it's not as powerful as a King of King's Conqueror's Haki. It's just the King of Blade's Conqueror's Haki we're dealing with, and he's an Armament Haki specialist first, not a Conqueror Haki specialist. Neither Ryuma or Mihawk are Conqueror Haki guys, they're Armament Haki specialists.
King of the Blade can be compared to a country of blade users who all compete to be the strongest blade user. All of them are Armament Haki specialists, but, rarely, a small handful of them get Conqueror's Haki, and those guys are the ones who end up fighting over who becomes King of the Blade. After fighting through the basic blade users, the Armament Haki blade users, and the Conqueror Haki blade users who can use a little bit of Conqueror's Haki, they gain enough experience to create a black blade and claim the title. That's how it really is.
There are only 2 black blades because only 2 people have ever claimed titles reflecting a King of Blades.
